The goal of this post is: 1. Help locate the fleet holding which sells a certain item. 2. Help decide which fleet holding project to activate.

In my option, the most important tiers to reach with the fleet holdings are: - Shipyard in the Starbase - tier V, because Shipyard V is needed to get the best Fleet ships.
- Diplomatic Facilities in the Embassy - tier I, because it allows to buy the Ultra-Rare Threat-Scaling Science Consoles (the Weapon Signature Nullifiers and Amplifiers consoles) Mk X. The Mk XI and XII versions should be upgraded to and not bought directly (because it gives a better chance to get Epic rarity).
- Recruitment Facilities in the Embassy - tier III, for the +3 Duty Officer Assignment Slot (+1 at every tier). Note that at tier II it is possible to buy the Rare (blue) Romulan Male Tactical Officer Candidate (Bridge Officer) which is the only one with the SRO (Superior Romulan Operative) trait.
- Research Facilities in the Spire - tier III, as it allows to buy the Ultra-Rare Elite Fleet Plasma-Integrated Warp Cores Mk XII and the Thoron-Infused Singularity Cores Mk XII (tier I only allows to buy the Advanced Cores Mk XII, while the Elite Fleet Cores, which are available only at tier III, have the [AMP] modifier). Another reason, maybe even more important, to reach tier III which this holding is the Vulnerability Locator Mk XII Tactical Consoles, which are the best tactical consoles in the game, as the Vulnerability Locator adds +1.6% to critical chance (no mark X and XI available).
- Research Lab - tier III, which allows to buy the +1 Starship Trait Slot.
- Research Facilities in the Research Lab - tier III for the +1 Active Reputation Trait slot (also allows to buy the +1 R&D Project Slot).
- Development Facilities in the Research Lab - tier III for the +1 Ground and Space Reputation Trait Slots.
Other tiers which would be nice to have are: - Operations Facilities in the Spire - tier III for the +1 Space Active Roster Slot (+1 Ground Active Roster Slot available at tier II).
- Dilithium Mine - tier III for the Dilithium Store Discount III (6% Discount).
